Emy Tseng

Senior Broadband Program Specialist
Emy Tseng is a Senior Broadband Program Specialist with the National Telecommunications Information Administration (NTIA) BroadbandUSA program. Her policy and stakeholder engagement work focuses on expanding broadband access and adoption in underserved communities across the country. Emy joined NTIA as a Federal Program Officer and oversaw a Broadband Technology Opportunities Program (BTOP) grant portfolio of local governments and K-12 education programs.

Prior to joining NTIA, Emy was the Digital Inclusion Director for the City and County of San Francisco and served on the first California State Broadband Task Force. Previously, she was the Senior Policy Advisor at the Community Technology Foundation of California and a Program Associate for communications policy at the Ford Foundation. Emy was recently awarded the Charles Benton Digital Equity Champion Award for her work in the field.

Ms. Tseng holds a Master’s degree in Technology and Policy from MIT and a Bachelor’s degree in Math/Physics from Brown University. Emy was also a Fellow of the Berkman Klein Center for Internet and Society at Harvard University.
