Axiom guides communities defining local broadband needs and goals while encouraging adoption of identified best practices. Plans include an inventory of existing broadband infrastructure assets and a gap analysis defining the additional broadband infrastructure necessary to meet identified needs and goals.

The final community broadband plan includes one or more potential network designs, cost estimates, operating models and potential business models based on input from broadband providers operating within the municipality, municipalities or region and any other parties that submit a network design solution in the course of developing the plan.  An assessment of all municipal procedures, policies, rules and ordinances that have an effect on the cost of broadband infrastructure deployment are part of the process.

Of equal importance, the plans include Digital Inclusion, Affordable Broadband, Affordable Equipment, Digital Literacy Training and Public Computer Access. Projects identify local libraries as important resources for the community as many offer public computer access as well as excellent locations to offer digital literacy training.
